Temporary event notices
Anyone wishing to sell alcohol or operate a sound system at Notting Hill Carnival can submit a Temporary Event Notice (TEN) provided the number of attendees at any one time will be less than 500 people.
The deadline for submission for a standard Temporary Event Notice is 10 August 2025. However, you are strongly advised to submit your TEN earlier than this - three months notice is recommended - to allow for issues or objections from the police or noise and nuisance team to be dealt with prior to the deadline.
The general permitted hours during Carnival are from midday to 7pm on the Sunday and Monday.
Outdoor events
Where the TEN is for an outdoor area, a plan or map of the proposed area and site must be included. If the TEN is for a sound system or associated bar site also:
- include your event management plan and risk assessment
- contact the Carnival Street Trading Team as you may require a street trading permit
Submit your application via the online form.
Postal applications
If you are submitting a postal application, a copy of the notice must be given at the same time to the Police Licensing Office and the Noise and Nuisance Team
Applying to multiple local authorities
If the premises where the event is to be held is in an area governed by two or more local authorities notifications must be submitted to each police and environmental health authority.
Premises licences
If your event will attract 500 people or more at any one time you will need to submit an application for a premises licence. Applications should be submitted as early as possible and at least three months prior to the event.
