UK public procurement has changed
On 24 February 2025, the new Procurement Act 2023 came into effect. This is a key change to the rules that shape how we buy our goods, works and services across public bodies.
The Procurement Act 2023 introduces measures to improve procurement procedures. It will make them more efficient for our small businesses, social enterprises including organisations within the voluntary and community sectors.
Any supplier who wants to bid for any work across the public sector, including the Royal Borough of Kensington and Chelsea needs to be registered on the Central Digital Platform.

Provider Selection Regime
The Provider Selection Regime (PSR) came into force on 1 January 2024. The Royal Borough of Kensington and Chelsea now applies the PSR when procuring healthcare services. For more information, see the PSR Statutory guidance from NHS England.
Health Care Services (Provider Selection Regime) Regulations 2023: Annual Summary
Each year, relevant authorities must publish a summary of how they have applied the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). This summary covers contracts awarded between 1 January 2024 and 31 March 2025.
The summary includes:
- number of contracts directly awarded under Direct Award processes A, B or C
- number of contracts awarded using the Most Suitable Provider process
- number of contracts awarded through a Competitive process
- number of framework agreements concluded
- number of contracts awarded based on a framework agreement
- number of urgent contracts awarded and urgent modifications made
- number of new providers awarded contracts
- number of providers who no longer hold contracts with the authority
- details of any representations received
UK public contract thresholds
From 1 January 2024, the thresholds set under the Public Contracts Regulations are:
- £5,372,609 (inclusive of VAT) for works contracts
- £214,904 (inclusive of VAT) for supply and services
- £663,540 (inclusive of VAT) for social and other specific services under the Light Touch Regime
These thresholds are likely to be next updated in January 2026. If the estimated contract value exceeds these thresholds, the procurement process must be followed in accordance with the detailed procedures set out under the Procurement Act 2023.
Delta and Jaggaer eSourcing tender portals
Our current contracts valued above £100,000 are listed within our eSourcing portals. Delta is an e-procurement system we use to advertise and manage the majority of our tender opportunities. Organisations must register on the portal to receive notifications of current opportunities.
Publication of contracts opportunities for corporate resources, housing management, construction, property, environmental services are listed on Delta eSourcing.
Publication of contract opportunities for Adults Social Care, Children Services, schools (works) and public health are listed on Jaggaer.

RBKC Supply Chain is a business support project for small and medium size local businesses in the construction and property maintenance sectors. The project:
- offers free business support
- helps local businesses pitch to major property developers in the borough
