Refusal of licence

The Royal Borough of Kensington and Chelsea reserves the right to refuse any future highways licence application where there has been evidence of poor working practices and/or failing to co-operate with the Council. Examples of, but not limited to, reasons an application may be refused are:

  • carrying out works without a required licence
  • repeated breach of licence conditions
  • failure to address any failings/breaches of condition/concerns when raised by a Council officer
  • failure to pay Fixed Penalty Notices
  • repeated damage caused to the public highway
  • abusive workers

Should we determine that there is justified cause to decline any future highways licence applications, your company will be informed in writing and you will not be permitted to carry out any works on the public highway that requires a highways licence. If you are found to be carrying out any such activity without the required licence, we may consider taking legal action.
