The Priority Services Register (PSR)

The council’s Priority Services Register (PSR) will launch in October 2026.
The PSR is a free and confidential service for residents who may need extra support if their heating or hot water is interrupted.
While we finalise the register, we are asking residents who may require additional support to contact our Housing Management Customer Service Team so we can record relevant information and provide appropriate assistance where possible.
Tell us if you need extra support
If your home is connected to a Council-owned heat network and you, or someone in your household, may need extra support during a loss of heating or hot water, please let us know.
You may wish to contact us if someone in your household:
- is of pensionable age
- has a disability, including physical, sensory, learning or cognitive disabilities
- has sight, hearing or communication difficulties
- has a serious or long-term health condition, including a mental health condition
- is pregnant
- lives with children under five years old
- needs information in a different format or language
- has recently left hospital, been bereaved, or is experiencing a major life event
- relies on care and support at home
What the PSR will provide
Once the register launches, eligible residents will be able to register online and receive additional support where needed during planned or unplanned interruptions to heating and hot water services, including:
- advance notice of planned interruptions where possible
- priority welfare support during significant outages
- accessible communications
- the option to nominate a trusted representative to act on their behalf
- additional support tailored to individual circumstances where appropriate
Important information
The PSR is expected to launch in early to mid-October 2026.
Being identified as needing additional support does not guarantee that heating or hot water will be restored before other homes. However, it helps us understand residents' needs and consider individual circumstances when managing service interruptions and providing support.
