Carrying out works in the borough

To minimise the impact of building work on the highway, developers and builders need to understand the Council’s requirements and local regulations. All highways licences and parking suspensions issued are subject to the Highways licences terms and conditions. 

If you are a builder or contractor working on the highway, you need to:

  • safeguard existing rights of way
  • minimise congestion on the footway and carriageway 
  • minimise the use of on-street parking

You need permits and licences for various temporary uses of the highway, including: 

  • fenced storage areas
  • using skips
  • scaffolding and gantries
  • erecting hoardings
  • temporary crossovers
  • suspending parking bays
  • closing of diverting roads and footpaths 
  • excavating the highway
  • operating fixed or mobile cranes 

Before applying for a licence, consider:

  • will you need licences or parking suspensions?
  • do you need to provide a Construction Traffic Management Plan?
  • do you need to close the road to carry out your work?
