Springing into action for a greener, safer and fairer borough

The Council Plan 2023-27 sets out the ambition to be a greener, safer and fairer borough. Now two years in, the Council has reviewed the work so far and agreed a new plan of action to achieve even more before 2027.

Achievements so far in the Council Plan

Greener

  • Achieved 10 Green Flags for our parks and open spaces.
  • Supported six schools to implement greener heating systems with air source heat pumps in our retrofitting programme.
  • Planted 500 new trees, surpassing our target of 400 by 2027.
  • Worked towards a Future Neighbourhood in Notting Dale, with green jobs and skills in the local economy.
  • Removed an average of over 1,000 items of graffiti and fly-posting each month.

Safer 

  • Combined our enforcement activities, with a new street enforcement team responding to 22,235 requests in 2024 and providing a minimum of one street enforcement officer per ward.
  • Enforced against utility companies who are putting residents at risk, with 12 successful prosecutions.

Fairer 

  • Supported over 500 residents on  employment and skills projects, including over 150 into work and over 100 into training 
  • Achieved Ofsted Outstanding Children’s Services for a record breaking third time supporting children with SEND reducing suspensions by creating safe and interesting spaces.
  • Supported low-income households through our cost-of living programme, with payments of £100 and £50 to those in over two years.
  • Introduced a new health and wellbeing strategy to reduce health inequalities
  • Agreed a fairer action plan.

What’s next?

You can see the full action plan on our committee pages, but here are some of actions the Council will take before 2027:

  • Continue to deliver on the 45 commitments the Council made in its response to the Grenfell Inquiry report.
  • Build on our amazing spaces streetscape schemes with five projects in Hogarth Road, Sloane Square, Hans Crescent, Gloucester Road and Kensington Park Road.
  • Contribute to and lobby for step-free access at London Underground stations in the borough.
  • Review our Charter of Public Participation to engage communities, building on the 10,771 responses we have had to consultations between 2023 and 2025.
  • Make more of our buildings greener, with new leisure centre retrofits.
  • Deliver 50+ sustainability projects in Notting Dale ward, co-designed with the community.
  • Improve standards in our homes with ongoing major capital works, implementing Awaab’s Law.
  • Continue to deliver 600 new homes, 300 at social rent with our ongoing new homes programme.
  • Develop Princess Beatrice House as a specialist supported housing scheme for homeless people and improve Kingsbridge House for people with learning disabilities. 
  • Increase school attendance and reduce suspensions for children.
  • Improve our digital services with a better website reporting system and piloting AI.
  • Add to the Council’s CCTV network and make sure it is modern and effective.
