Because of the on-going works taking place in the Lancaster West Estate residents and visitors can no longer use the internal walkways to proceed southwards towards Treadgold Street and Stoneleigh Street. In addition, because of the presence of protective hoarding they cannot easily access Whitchurch Road. The Housing Regeneration Team have requested that two separate gaps are created in residents' parking, one in the east-west arm and a second in the north-south arm, as crossing points to and from the pavement on the south and west sides of Whitchurch Road. The Housing Regeneration Team will undertake work on the estate to enable residents to gain access to these `gaps' in parking, including removal of part of the permanent barrier and construction of a ramp on the east side of the north-south arm of Whitchurch Road. Reasons for objections: please see the pro-forma below Council's response to objections: We followed our standard procedures for consulting residents on parking changes, which is advertising the consultation on the proposed change in the London Gazette and a local newspaper (the Gazette) and erecting street notices near the location of the proposed change and inviting comments or objections. We did not specifically consult with the residents living in the LWE as we do not normally do letter drop notices as part of our standard parking changes consultation process. However, before the next round of miscellaneous parking amendments in October we should have an email alert service in place that residents can sign up to, to receive emails relating to proposed parking changes for the roads they are interested in. This service will be promoted in the Royal Borough Newsletter and the residents' parking permit renewal letter. Parking is at a premium in the Royal Borough and it is the Council's policy to endeavour to provide adequate parking provision for residents wherever practicable. It is recognised that any loss of residents' parking has a negative effect on residents, and it is only proposed as a last resort. In addition, because of the presence of protective hoarding they cannot easily access Whitchurch Road. In response to the objections officers from the LWE refurbishment team have commented that: 1. The reduction of the hoarding area of the temporary boiler is not possible due to the required size of the plant, which is needed to provide the continuing service of hot water and heating to the LWE. 2. A pathway or pedestrian ramp cannot be created or extended over the temporary boiler area, due the location of the steel pipes that run under the walkway of Testerton Walk. 3. It is not possible to create a width extension to the pavement in Whitchurch Road. This would have caused a reduction in the width of the road and potentially would have caused congestion in an already busy road. Because of the number of objections to this proposal officers from the LWE refurbishment team have reconsidered the need for two separate crossing points. They believe that it is possible to reduce the number from two to only one. They feel that the proposal for outside and opposite Nos. 1 and 2 Whitchurch Road should not be progressed. The remaining proposed crossing point outside and opposite St. Francis of Assisi Primary School will not be situated in a blind spot. It is situated almost in the middle of the east-west arm of Whitchurch Road. Decision: In order to provide a crossing point for residents of the Lancaster West Estate officers recommend that the proposal to convert a total of 16 metres (52ft) of residents' parking to double yellow lines outside and opposite St. Francis of Assisi Primary School, Whitchurch Road should proceed as originally proposed. The proposal to convert a total of 16 metres (52ft) of residents' parking to double yellow lines outside and opposite Nos. 1 and 2 Whitchurch Road should not proceed as originally proposed. In part compensation for the loss of residents' parking in Whitchurch Road we will propose the conversion of two pay and display bays to residents' parking in the next Miscellaneous Parking Amendments which are due to be advertised in mid-October.
