The scale, massing, form, and detail of the proposed building would cause an unacceptable worsening of living conditions for occupants of neighbouring buildings, particularly in the form of increased sense of enclosure, increase in overlooking, and loss of daylight and sunlight in particular to the balcony of 12 Greens Court. As such, the proposed development is contrary to policies of the development plan, in particular policy CL5 of the Local Plan 2019, and would not offer benefits that might outweigh the harms caused.ÿ
