2. Work towards Net Zero through the delivery of a programme of initiatives.

  • Deliver a portfolio of 50+ codesigned sustainability projects within Notting Dale.
  • Phase deep retrofit decarbonisation of multiple school and operational buildings
    • 2 Leisure Centre retrofits and 5 school retrofits completed with new heat pumps, energy efficiency measures delivered. More Council-run schools will follow.
  • Ensure food Waste collection services are available to all properties.
    • To increase the percentage of the borough received a food waste collection by the end of 2026.
    • Increasing the number of food waste collected per month from 60 tonnes to 100 tonnes by the end of 2026.
    • Reduce waste and increase recycling - overall waste produced in the borough to reduce to below 98kg per household annually and to increase recycling levels above 22%
  • Install a network of Electric Vehicle charging points across borough including rapid, Source London, and lamp column mounted (Meet target of 1000 EV chargers by March 2026).
  • Install a new heat network in Notting Dale with connection ready starting from Spring 2026.
    • Work with Housing Management to ensure Council Housing is energy efficient and includes low carbon heating where possible.
    • Introduction of a new low carbon fuel used for the waste collection fleet, reducing Carbon emissions by nearly 80%.

Notting Dale Future Neighbourhood 2030: a transformed exemplary sustainable neighbourhood with improved energy efficient buildings, more accessible nature, improved active travel opportunities, improved circular economy and new skills opportunities, all codesigned with the community.

  • Retrofit Accelerator: a more energy efficient and lower carbon school and operational buildings, future fit and less reliant on fossil fuels.
  • Food waste collection: improved coverage of the food waste collection service available to all residents.
  • EV chargers: improved access to power for EV using residents and visitors.
  • Notting Dale Heat Network: low carbon, low-cost heat energy available for networked buildings in the area.
     

3. Amazing Spaces Programme - Delivering new or enhanced public spaces.
Five schemes:

• Hogarth Road
• Sloane Square
• Hans Crescent
• Gloucester Road South
 

Deliver the following streetscape schemes.

  • Hogarth Road Scheme which involves widening pavements, improving the street surface and planting new trees is due for completion April ‘25.
  • Sloane Square will make more efficient use of space by turning excess carriageway into footways in high quality materials, with pedestrian crossing points realigned to pedestrian desire lines, the scheme due to start April ‘25.
  • Hans Cresent would involve works to the public highway to include new paving, street furniture, planters, lamp posts, trees and benches. The scheme still requires Section 278 agreement.
  • Gloucester Road will include new trees; widened and renewed footways; narrowing and raising the existing pedestrian crossing and redesigning the plaza outside the station, the scheme is still subject to funding.
  • Kensington Park Road will include new trees and greening; widened footways; resurfacing, a water bottle re-filling station and conversion of a mini-roundabout to priority junction. the scheme is still subject to funding would not start until after Carnival and alfresco.

The five projects will enable residents to see and feel real improvements in the public realm. The projects play an important role in shaping and maintaining key areas and high streets in the borough that are at the heart of our local communities. They will assist with the vibrancy of the area providing local destinations to help showcase Kensington and Chelsea’s rich heritage, uniqueness and culture.

These projects will all provide more and better space for pedestrians, with enhanced footway, often with natural materials, and additional planting to create better local destinations.

4. Supporting sustainable and high-quality housing delivery and economic growth in our opportunity areas (OA):

 1. Earls Court OA (Earls Court Development Company)
 2. Kensal Canalside OA (Sainsbury's/Ballymore)
 3. Kensal Canalside OA (St. William)

The council has identified its Opportunity Areas (OA) in its adopted Local Plan (July 2024).

  • Subsequently, the Local Planning Authority has taken receipt of planning applications in respect of Earl’s Court OA and part of the Kensal Canalside OA.
  • Those applications are notifiable to the Mayor of London and the decision will be subject to any decision that the Secretary of State may take.
Residents will see that granting planning permission will result in the delivery of new homes, access to jobs, and green spaces.
5. Continue to deliver our ambitions Capital Works Programme to meet the government’s Decent Homes requirement by 2030.

Use March 2025 baseline as an understanding of the condition of our homes, in relation to the Decent Homes Standard (DHS), to ensure 100% compliance by 2030.

  • Complete 100% stock condition surveys in our homes by November 2026.
  • Achieve 100% DHS compliance by the end of 2030.
  • Implement a data management policy that ensures all information for RBKC’s homes is accurate and up to date.
    • Continuation of the Major Silchester Estate – continuation of works started on site 2024 with target completion in Quarter 4 of 2026/27 (December 2026 to March 2027)
    • Kitchen and bathroom programme – continuation of works started on site 2024 with a target completion of September 2026.
    • Kensal New Town Estate – to start on site in November 2025.
  • Target completion: December 2026.
    • Allom & Barlow - to start on site in September 2025 with a target completion of September 2026.
    • Hesketh Place – to start on site in May 2025 with a target completion of October 2025.
    • Kensal House, Balfour of Burleigh Estate – to start on site in February 2026 with a target completion of April 2027.
    • Various street properties – (rolling programme) to start on site in May 2025 with a target completion of November 2026.
  • Residents will experience improved safety and quality of their homes.
  • Residents will know that their homes are compliant with the Decent Homes Standard (Social Housing (Regulation) Act 2023).
6. Supporting residents to live well in their homes and ensure compliance with Awaab’s Law.

Awaab’s Law was introduced in the Social Housing (Regulation) Act 2023. It aims to protect residents from the harmful effects of damp and mould by enforcing strict timelines for landlords to address these issues. The key deliverables in preparation for enactment of Awaab’s Law (October 2025) are:

  • To comply with the requirements of Awaab’s Law, the Building Safety Act and the Social Housing (Regulation) Act.
  • To respond to all reported issues in accordance with the new regulatory regimes.
  • To review and update processes and systems by October 2025.
  • To raise understanding and awareness of how to ‘live well in your home’ through delivery of holistic engagement and communication materials.
  • Residents will experience Improved safety and quality of their homes.
  • The council will have a better understanding of the condition of our homes and how it can best support residents to live well within them.
7. To review Local Plan policies likely to affect the development of the Borough and the planning of its development.
  • Undertake an evidence-based review to assess if any Local Plan policies require updating.
  • Review identified Local Plan policies following the plan-making procedure set out in law, including preparation, publication, and examination by the Planning Inspectorate on behalf of the Secretary of State.
The Local Plan will continue to deliver the aims to support good growth and future development to be green, inclusive and liveable.

8. Lobby the GLA and TfL for the delivery of step free access at key borough tube stations:

1. South Kensington
2. High Street Kensington
3. Ladbroke Grove
4. Latimer Road

  • Seek to secure from TfL and their development partners a decision to deliver full step-free access in South Kensington by Q4.
  • Over the next 12 months, lobby the Mayor of London for inclusion of High St Kensington, Latimer Road and Ladbroke Grove stations in his capital investment plan.
Step free access at South Kensington making travel to and from that station much easier for thousands of passengers who find stairs difficult or impossible.
