HMO Licensing Policy
These webpages set out broad details of the Council’s property licensing schemes. They aim to help landlords, managing agents and tenants to understand what is expected of them, what they can expect from the Council and what the penalties are for failing to engage with the schemes.

The policy sets out our approach to delivering an excellent HMO licensing service and can be found below.
The licensing policy sits alongside our Private Sector Housing Enforcement Strategy which sets out the circumstances under which the Council will take enforcement action for non-compliance with the provisions of the licensing scheme and other provisions relating to the private rented sector.
Together these policies support residents who wish to rent in RBKC in having good quality, safe accommodation, managed by responsible landlords or letting agents, whilst we tackle those who mistreat or fail to provide a decent, safe home to their tenants.
