The proposed development would introduce a further basement storey below an existing basement storey at the site. The construction of the development would therefore result in an unacceptable impact on the living conditions of neighbouring occupiers. The proposal would be contrary to the Development Plan, in particular Consolidated Local Plan policies CL5 and CL7.
