Conditions and reasons:

1)

Time Limit The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason - As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions.

2)

Compliance with approved drawings The development shall not be carried out except in complete accordance with the details shown on submitted plans
Reason - The details are material to the acceptability of the proposals, and to ensure accordance with the development plan.

3)

Hours of operation - Any day The use shall not be carried out other than between 07:00 hours and 20:00 hours, on any day.
Reason - To prevent any significant disturbance to residents of nearby properties and comply with development plan policies, in particular policy CL5 of the Consolidated Local Plan.

4)

Area to be kept clear of litter The area containing the flower kiosk shall be inspected regularly, and swept and kept clear of litter during all hours of operation.
Reason - To ensure protection a reasonable standard of visual amenity for the premises and to allow unobstructed passage of pedestrians on the public footway and accord with the development plan, in particular policy CT1 of the Consolidated Local Plan.

Limited period The use of the highway for the placing of the flower kiosk is permitted for a limited period only, until 23rd January 2019, on or before which date, the kiosk shall be removed, the land restored to its former condition and the use discontinued.
Reason - The kiosk is permitted for a limited period only in order to assess their impact on living conditions enjoyed by residents of nearby properties, and upon passage of pedestrians on the public footway, to accord with the development plan in particular policies CL5, CT1 and CR3 of the Consolidated Local Plan.
