The proposal fails to demonstrate that the highway network would not be adversely affected by pupils travelling to and from the school during the schools opening hours. The proposal therefore fails to accord with Policies CT1 of the RBKC Local Plan and the Transport and Streets SPD.

The submitted Acoustic Assessment is incomplete and by reason of the high intensity of the proposed use fails to demonstrate that the living conditions of the occupiers of neighbouring properties would be adequately protect from noise and disturbance from the school use. Therefore, the proposal fails to accord with Policies CL5 and CE6 of the RBKC Local Plan and Noise SPD.

The internal layout, lack of facilities and outdoor play space results in the proposal being of insufficient quality to accommodate the significantly high number of pupils and staff proposed to attend the school. Therefore, the proposal fails to provide a use 'fit for purpose' and fails to accord with Policy CL2 of the RBKC Local Plan.

Because the submitted details in terms of air quality and contamination are incomplete and insufficient, the development fails to demonstrate that the impact on air quality would be minimised and mitigated and also fails to demonstrate that the potential risks of contaminated land have been considered and how these may be mitigated to safeguard future occupiers of the development. The development therefore fails to comply with policies CE5 and CE7 of the Consolidated Local Plan.
