Conditions and reasons:

1)

Limited period (Use) The permitted use shall be retained for a limited period only until 10th October 2024 , on or before which date the use shall be discontinued.
Reason - To allow the authority to reassess the impact of the development in the light of experience of the use and ensure there is no conflict with the development plan, in particular policies CL5, CE6 and CT1 of the Local Plan.

Compliance with approved drawings The development shall not be carried out except in complete accordance with the details shown on submitted plans
Reason - The details are material to the acceptability of the proposals, and to ensure accordance with the development plan.

3)

Submission of details (Full PP) No use shall commence until full particulars of the following have been submitted to and approved in writing by the local planning authority and the development shall not be completed otherwise than in accordance with the details so approved: (a) Delivery and Servicing Management Plan
Reason - To accord with the development plan by ensuring that the character and appearance of the area are preserved and living conditions of those living near the development suitably protected. It is necessary for the condition to be on the basis that 'No development shall commence until' as compliance with the requirements of the condition at a later time would result in unacceptable harm contrary to the policies of the Development Plan.

Stalls No setting up of stalls shall take place before 08:00 hours and the site shall be cleared by 16:00 hours. No market trading shall take place other than between 10:00 hours and 14:00 hours on Saturdays and no trading shall take place at any other time, or any other day of the week.
Reason - To safeguard the amenity of the occupiers of nearby residential properties.

Market The market hereby approved shall only operate from the area identified on the drawing hereby approved, and shall not operate in any other part of the site.

6)

No music audible outside No music, musical instruments, or loudspeakers shall be played or used within the premises forming the subject of this permission in such a a manner as to cause noise nuisance to occupants of neighbouring properties.
Reason - To prevent any significant disturbance to residents of nearby properties and comply with development plan policies, in particular policy CL5 of the Local Plan 2019.

9)

The number of stalls trading from the site at any one time shall not exceed 25.
Reason - To safeguard the amenity of the occupiers of nearby residential properties.
