Conditions and reasons:

1)

Time limit The works hereby granted shall be begun before the expiration of three years from the date of grant of listed building consent LB/13/03969 on 13th September 2013.
Reason - As required by Section 18 of the Planning (Listed Buildings and Conservation Areas Act) 1990, to avoid the accumulation of consents.

2)

Compliance with drawings Except as required by conditions 13 and 15, the works forming the subject of this consent shall not be carried out except in complete accordance with the details shown on submitted plans and shall be so maintained.
Reason - In order to safeguard the special architectural or historic interest and heritage significance of the building .

3)

Work to match retained fabric All new works and works of making good to the retained fabric, whether internal or external, shall be finished to match the adjacent work with regard to the methods used and to colour, material, texture, and profile.

4)

Hidden features Notwithstanding the approved drawings, the consent hereby approved does not cover the removal or alteration of any currently hidden features of interest that may be revealed during the course of building works, unless otherwise specifically agreed in writing by the Local Planning Authority.

5)

Works to match - Sample panels required The development shall be carried out in accordance with the details of the new brickwork, including the rebuilt brick arches, showing the proposed colour, texture, facebond and pointing approved under application CON/14/08422. The sample panels shall be retained on site until the work is completed in accordance with the panel(s) so approved.

Submission of details Detailed drawings or samples of materials as appropriate, in respect of the following, shall be submitted to and approved in writing by the local planning authority before the relevant part of the work is begun, and the works shall not be carried out other than in accordance with the details so approved and shall thereafter be so maintained: (a) any new proposed fire surrounds, cornices or skirtings; (b) any new railings and balcony balustrades; (c) detail and text of the Portland stone plaque on the east wing of the annexe building; (d) details of the new railings and stone coping to the front elevation of Gordon House and the West Road elevation; (e) proposed secondary glazing to Creek Lodge.

7)

Windows and external doors - Painted timber All new windows and external doors to Gordon House, the Orangery and Creek Lodge hereby granted consent shall be of white painted timber and windows shall be single glazed with a bevelled putty finish and no trickle vents, and be so maintained.
Reason - In order to safeguard the special architectural or historic interest and heritage significance of the building and comply with policy CL4 of the Core Strategy.

8)

Pipework No plumbing or pipes other than rainwater pipes shall be fixed on the external faces of the building other than those shown on the drawings forming part of this consent.

9)

Services/ pipes All rainwater goods/guttering shall be black painted cast metal and so maintained.

10)

Partitions All partitions hereby granted consent shall be of lightweight construction, easily removable, and be so maintained.

11)

Internal works Excluding only that which is specifically indicated on the approved drawings, no new joinery, cornices, fireplaces, parquet or stone floors, or other architectural fixtures or surfaces shall be installed unless details have first been submitted to and approved in writing by the Local Planning Authority.
Reason - To preserve the special architectural character and heritage significance of the listed building and comply with Policy CL4 of the Core Strategy.

12)

Additional works Excluding only that which is specifically indicated on the approved drawings, no recessed lighting and/or speakers, smoke detectors, ventilation, heating or air-conditioning grilles shall be installed unless details have first been submitted to and approved in writing by the Local Planning Authority.
Reason - To preserve the special architectural character and heritage significance of the listed building and comply with Policy CL4 of the Core Strategy.

13)

Plasterwork Notwithstanding the approved drawings, there shall be no general renewal of plasterwork. Plaster shall only be replaced where it is unsound, and then it shall be replaced on a 'like for like' basis (i.e. replace laths with laths, lime plaster with lime plaster, and gypsum with gypsum).

14)

Staircase The profile and materials of the new staircase to Gordon House shall match the existing staircase, and be so maintained.

15)

Reuse existing door Notwithstanding the details shown on the approved plans, the existing door to the first floor north facing room within Gordon House shall be reused, and so maintained.

16)

Doors/architraves to Creek Lodge The new internal door and door architrave to Creek Lodge as shown on the approved plans shall match the existing doors and so maintained.

1)

Listed Building Reminder on Enforcement
You are reminded that no work should commence on implementing this Listed Building Consent until all matters, samples, and details reserved by condition have been submitted to, and approved by, this local planning authority. It is an offence to carry out work to a Listed Building unless all such conditions have been complied with. Any proposed departure from the works specified in the approved drawings should be brought to the attention of the planning department for further consideration before the work is carried out. The Council will use its enforcement powers, including use of Breach of Condition Notices or Prosecution, to ensure compliance with conditions and prevent harm to the special historic character and historic interest of Listed Buildings. You are advised that there is currently a maximum fine of o20,000 if the offence is dealt with summarily, and if the offence is dealt with by indictment the fine is unlimited.

Retain Original Fabric of Building
You are reminded that the original historic fabric of the listed building should be retained unless specifically authorised for removal by the Council as part of a listed building consent. Historic fabric which must be retained would include lath and plaster ceilings and walls, floor boards, original skirting boards, dado rails, cornice, fireplaces, staircases, and any other surviving historic fabric. Where these elements are in poor condition, repair and restoration could be undertaken by competent workmen, with the minimum amount of intervention to the historic fabric. You are reminded that the installation of recessed ceiling lights and speakers in most cases will require listed building consent. Any proposals for these particular works must be first approved by the Council as part of a listed building consent before they are installed within the listed building.
