1)
Time Limit
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason - As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions.
2)
Compliance with approved drawings
The development shall not be carried out except in complete accordance with the details shown on submitted plans
Reason - The details are material to the acceptability of the proposals, and to ensure accordance with the development plan.
3)
Materials - To match existing
All work and work of making good shall be finished to match the existing exterior of the building(s) in respect of materials, colour, texture, profile and, in the case of brickwork, facebond and pointing, and shall be so maintained.
Reason - To preserve or enhance the appearance of the building and/or the character of the area in accordance with policies of the development plan in particular policies CL1, CL2, CL3 and CL6 of the Consolidated Local Plan.
4)
Submission of details (Full PP)
Detailed drawings or samples of materials as appropriate, in respect of the following, shall be submitted to and approved in writing by the local planning authority before the relevant part of the work is begun, and the works shall not be carried out other than in accordance with the details so approved and shall thereafter be so maintained:
(a) All new walls, railings and enclosures
(b) External signage
(c) External lighting
(d) Landscaping and re-surfacing
(e) All new street furniture
(f) Scaled drawings 1:20 elevation and 1:5 section and plan drawings of all new external windows and doors to the Northern Lodge and extensions and Southern Lodge
(g) Detailed design of the new maintenance building
(h) Detailed design of the ramps to the Chapel
Reason - To accord with the development plan by ensuring that the character and appearance of the area are preserved.
5)
Sample Panels
Sample panels of all new facing brickwork showing the proposed brick types, colour, texture, face bond and pointing shall be provided on site and approved in writing by the Council as local planning authority (in consultation with Historic England) before the relevant parts of the works are begun. The relevant parts of the works shall be carried in accordance with such approved sample panels. The approved sample panels shall be retained on site until the work is completed and has been approved.
Reason - To accord with the development plan by ensuring that the character and appearance of the area are preserved.
6)
Stone Samples
Samples of all new stone shall be provided on site and approved in writing by the Council as local planning authority (in consultation with Historic England) before the relevant parts of the works are begun. The relevant parts of the works shall be carried in accordance with such approved samples. The approved samples shall be retained on site until the work is completed and has been approved.
Reason - To accord with the development plan by ensuring that the character and appearance of the area are preserved and living conditions of those living near the development suitably protected.
7)
Services
Notwithstanding the approval drawings, the detailed design and precise location of any new external services (including rainwater goods, pipework, vents, ducts or risers) proposed to the listed buildings on site; shall be submitted to and approved by the local planning authority prior to the relevant part of the works commencing and shall be installed in strict accordance with the details so agreed.
Reason - In order to ensure that no new services required in connection with the viable use of the buildings cause harm to special architectural or historic interest of the listed buildings or harm to the character or appearance of the conservation area.
8)
Restricting planning permission granted by GPDO - Removal of PD Rights
No extensions, additions, insertion of windows, or external alterations shall be carried out to the southern lodge in the absence of an express grant of planning permission for such development.
Reason - Although such extensions, additions, or alterations would, in the absence of this condition, constitute development permitted under the provisions of Article 3, Schedule 2, Part 1, of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) such development is precluded in this case because of the potential impact to the setting of listed buildings and monuments and the character and appearance of the conservation area.
NB This withdrawal of permitted development rights does not remove your right to apply to the local planning authority for planning permission for development precluded through this condition, and such an application would be treated on its merits. It would be prudent to use our pre-application Advice Service before submitting such an application.
9)
Protection of trees
The tree protection measures as detailed in Appendix 7 of the Design and Access Statement must be followed in full, and the fencing shown on the drawings must be erected before any works commence on site. The development shall be carried out only in accordance with these measures.
Reason - To ensure that the trees are adequately protected, to safeguard their contribution to theÿappearance and amenity of the area and accord with policies of the development plan, in particular policy CR6 of the Consolidated Local Plan.
