The proposed tables and chairs by reason of their position encroaching onto the pavement, would give rise to insufficient space on the footway reducing the free passage, safety and security of pedestrians. As such the proposal is contrary to policy expressed in the Unitary Development Plan 2002, as amended 28th September 2007, in particular Policies CD93, CD94, TR03, TR36, S28 and to guidance contained in the Council's SPD on Transport. The proposal is also considered contrary to the policy expressed in the Submission Core Strategy, submitted on 19th March 2010, in particular Policy CR3.
