The proposed erection of the upper floor levels of the property in conjunction with a new added second floor level in between, plus all other associated alterations to the front and roof slopes of the premises, by virtue of their additional bulk and detailed design would fail to preserve or enhance the character or appearance of the building or the Kensington Conservation Area, contrary to 'Saved' policies expressed in the Unitary Development Plan 2002, as amended 28th September 2007, in particular Policies CD44 and CD45 as well as Core Strategy Policies CL1, CL2, CL3 and CL6.
