The extension of the restaurant use into the first floor of the property would result in increased noise and disturbance to the occupiers of neighbouring residential properties and the increase in the intensity of the use is likely to result in increased external noise and disturbance to the detriment of the amenities enjoyed by nearby residential occupiers to the detriment of the character of this part of the Conservation Area contrary to the Council's policies as set out in the Conservation and Development and the Shopping chapters of the Unitary Development Plan, in particular policies CD40, CD61 and S19.
