The proposed erection of a second floor level extension above the rear closet wing of the premises, by virtue of its size, bulk and design would be detrimental to the character and appearance of the building and to this part of the Oxford Gardens/St. Quintin's Conservation Area, contrary to saved policies expressed in the Unitary Development Plan 2002, as amended 28th September 2007, in particular Policies CD27, CD47, CD50, CD57, CD58, CD61 and CD62.

The proposed erection of a second floor level extension above the rear closet wing of the premises would impact negatively on the amenities of neighbouring residential properties by way of creation of sense of enclosure and a reduction of levels of sunlight and daylight enjoyed by neighbouring residential properties, contrary to saved policies expressed in the Unitary Development Plan 2002, as amended 28th September 2007, in particular Policies CD33, CD36 and CD47.
