The railings to the front wall would be uncharacteristic of the group of studio buildings and would result in significant harm to the symmetry of the group. The bin store would be set against the front of the building below the ground floor window and would conceal an area of red scalloped brickwork which is part of a characteristic and distinctive set of architectural detailing to the front of the building and across the group. These alterations would harm the appearance and architectural integrity of the building and would fail to improve the quality and character of the buildings and would result in significant harm to the character and appearance of the conservation area and to views within it. As such, the proposal would contravene policies CL1, CL2 and CL3 of the Core Strategy and policy CD63 of the Unitary Development Plan.
