The applicant has failed to demonstrate that the proposed external alterations, in particular the design of the dormer windows, treatment of the cycle store and associated landscaping works, would preserve or enhance the character or appearance of the Oxford Gardens Conservation Area, contrary to policies contained in the Core Strategy, adopted 2010, in particular policies CL1, CL2, CL3 and CL6, and the aims of the Oxford Gardens Conservation Area Proposals Statement adopted 1990.

The applicant has failed to demonstrate that the proposals would not cause harm to the amenities of nearby occupiers, in particular in terms of noise disturbance from the proposed use, contrary to policies contained in the Core Strategy, adopted 2010, in particular policies CL5 and CE6, and the 'Noise' Supplementary Planning Document, adopted 2009.
