The failure to retain any unexcavated area to the rear of the property would have an adverse impact on the character and appearance of the property, terrace and wider conservation area and would result in increased risk of surface water flooding. For these reasons the proposal would be contrary to policy, in particular Core Strategy policies CL1, 2, 3, CR6 and CE2, 'saved' Unitary Development Plan policy CD63, the Subterranean Development and Trees and Development Supplementary Planning Documents and the Cheyne Conservation Area Proposals Statement.
