The proposed conservatory at rear half landing level between ground and first floor levels, by reason of its bulk, size, siting and position does not represent a subordinate addition to the Grade II listed building, would not allow the original form of the building and would fail to protect, preserve or enhance the character and appearance of The Thurloe and Smiths Charity Conservation Area. Therefore the development is contrary to this Council's planning policies as contained in the Core Strategy in particular Policies CL1, CL2, CL3 and CL4 and 'saved' Unitary Development Plan (as amended on 28th September 2007), Policies CD47, CD48 and CD63.
