The proposed rear extension, by reason of its size, prominent position and detailed design, would be an insensitive and uncharacteristic addition which would fail to preserve the character or appearance of the building or surrounding conservation area. The development would not comply with the relevant policies of the Council's development plan, in particular Core Strategy policies CL1, CL2 and CL3 and 'saved' Unitary Development Plan policies CD47 and CD63.
