The replacement roof terrace balustrade materially increases the sense of overlooking experienced by neighbouring occupiers, in particular the occupants of 4 Grenfell Road, contrary to policies of the development plan, in particular 'saved' policy CD46 of the Unitary Development Plan adopted 25 May 2002 and policy CL5 of the Core Strategy adopted 8 December 2010.
