The proposed extension and screen wall, by reason of the design, location, height and full width nature of the extension, would dominate the rear elevation of the building, infilling this important townscape gap in a highly visible location, would disrupt the rhythm of rear extensions is the terrace and would result in the loss of historic fabric. As such, the proposal would fail to preserve the special architectural and historic interest of this Listed Building and terrace contrary to Policy CL4 of the Core Strategy, adopted December 2010.

The applicant has failed to demonstrate to the satisfaction of the Local Planning Authority that the structural stability of the listed buildings would not be at risk from the construction of the screen wall. In the absence of this information, the applicant has not demonstrated that the proposal would not cause significant harm to the special architectural and historic interest of this Listed Building, contrary to Policy CL4 of the Core Strategy.
