Conditions and reasons:

1)

The proposal, because of the additional bulk and height proposed, its positioning on the roof, and the detailed design of the proposed dormers and rear fenestration, would fail to respect the integrity of the host building, would harm views within the Hans Town conservation area and would fail to preserve or enhance the character or appearance of the host building and the Hans Town Conservation Area. The proposal fails to comply with the Council's adopted planning policies, in particular Core Strategy Policies CL1, CL2, CL3 and 'saved' UDP Policies CD63 and CD44.

2)

In the absence of a suitable undertaking to ensure that the residents of the proposed new residential unit, other than those residents with disabilities who are purple badge holders, have no entitlement to parking on street or secure a parking permit, the scheme would result in increased parking pressure in the locality, contrary to Policy CT1 of the Core Strategy and the Transport Supplementary Planning Document.

3)

In the absence of a legal agreement to secure contributions towards relevant local infrastructure and related fees, the proposal fails to mitigate the impact of the proposed new residential unit on local infrastructure. Thus the proposal fails to comply with Core Strategy Policy C1 and the Planning Obligations Supplementary Planning Document.
