1)
Time Limit
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason - As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions.
2)
Compliance with approved drawings
The development shall not be carried out except in complete accordance with the details shown on submitted plans
Reason - The details are material to the acceptability of the proposals, and to ensure accordance with the development plan.
3)
Submission of details (Full PP)
Detailed drawings or samples of materials as appropriate, in respect of the following, shall be submitted to and approved in writing by the local planning authority before the relevant part of the work is begun, and the works shall not be carried out other than in accordance with the details so approved and shall thereafter be so maintained:
(a) Detailed drawing of the canopy at a scale of 1:20; and
(b) Detailed drawing of the door case and front door at a scale no smaller than 1:20.
Reason - To accord with the development plan by ensuring that the character and appearance of the area are preserved and to safeguard the special architectural or historic interest and heritage significance of the building.
4)
Works to match - Sample panels
The sample panels of facing brickwork showing the proposed colour, texture, facebond and pointing approved under application CON/15/04774 shall be retained on site until the work is completed in accordance with the panel so approved.
Reason - In order to safeguard the special architectural or historic interest and heritage significance of the building and the character and appearance of the conservation area.
5)
Construction Traffic Management Plan (CTMP)
The development shall be carried out in accordance with the Construction Traffic Management Plan approved under application CON/14/03599.
Reason - To minimise the impact of construction works upon highway safety and nearby residents' enjoyment of their properties in accordance with the Basements SPD and policies CL7, CT1 and CL5 of the Consolidated Local Plan.ÿ
6)
Sash windows in painted timber
All new windows hereby permitted shall be timber framed, white painted, double hung, vertical sliding sashes, single glazed with a bevelled putty finish and no trickle vents, with mouldings and dimensions to match the existing windows, and be so maintained.
Reason - To preserve or enhance the appearance of the building and/or the character of the area, in accordance with policies of the development plan in particular policies CL1, CL2 and CL3 of the Consolidated Local Plan.
7)
Rooflights
The rooflights shall be of fitted flush with the roof slope and between the rafters, and so maintained.
Reason - To preserve the appearance of the building and the character of the area, in accordance with policies of the development plan in particular policies CL1, and CL2 of the Consolidated Local Plan.
8)
Windows
All new window openings hereby granted shall have traditional black lintels to match those adjacent on the same building, and so maintained.
Reason - To preserve the appearance of the building and the character of the area, in accordance with policies of the development plan in particular policies CL1, and CL2 of the Consolidated Local Plan.
9)
Use of roof as terrace precluded
The roof of the Phillip Jebb building (garage) shall be used for maintenance access only and not be used at any time as a terrace.
Reason - To avoid overlooking and disturbance to neighbouring properties and so accord with policies of the development plan, in particular policy CL5 of the Consolidated Local Plan.
10)
Protection of trees during construction - Details required
The method by which all existing trees on the site and adjacent land are to be protected during site preparation, demolition, construction, landscaping, and other operations on the site including erection of hoardings, site cabins, or other temporary structures, shall be carried out in accordance with the details approved under application CON/14/03599
Reason - To ensure that the trees are adequately protected, to safeguard their contribution to theÿappearance and amenity of the area and accord with policies of the development plan, in particular policy CR6 of the Consolidated Local Plan.
11)
Trees and landscaping - Details required
The landscaping, including all existing trees and shrubs and proposed trees shrubs and paths and their surfacing materials, shall only be carried out in accordance with the details approved under application CON/14/03599 and maintained thereafter in accordance with the details so approved.
Reason - To protect the appearance and amenity of the area and to accord with policies of the development plan, in particular policy CR6 of the Consolidated Local Plan.
12)
Planting and replanting
All tree and shrub planting forming part of the plans and details approved through this planning permission shall be carried out in the first planting and seeding season following the first occupation of the development or the completion of the development whichever is the sooner. Any trees or shrubs which, within a period of five years from the first planting and seeding season referred to above, die, are removed, or become seriously damaged or diseased, shall be replaced in the next planting season with others of similar size and species.
Reason - To protect the appearance and amenity of the area and to accord with policies of the development plan, in particular policy CR6 of the Consolidated Local Plan.
13)
Trees - lopping and topping
For the duration of works the tree(s) existing on the site at the date of this permission shall be protected so as to prevent damage above and below ground, and no tree shall be lopped, topped, or felled, or root pruned, without the prior written approval of the local planning authority.
Reason - To ensure that the trees are adequately protected, to safeguard their contribution to theÿappearance and amenity of the area and accord with policies of the development plan, in particular policy CR6 of the Consolidated Local Plan.
14)
Cycle parking - Provide before residential occupation
Prior to occupation, the cycle storage facilities indicated on the approved plans shall be fully implemented and made available for immediate use. The cycle facilities shall thereafter be retained for use at all times.
Reason - To ensure the safe and sustainable movement of traffic on neighbouring highways,, to accord with policy CT1 of the Consolidated Local Plan.
15)
Approved details
The development shall be carried out in accordance with the details approved for the following under application ref. CON/14/04626 and shall thereafter be so maintained:
(a) Detailed section at 1:20 of the proposed mansard level on 94 Cheyne Walk through front and rear dormer;
(d) Sample of the slate for 94 Cheyne Walk which shall be natural slate;
(c) Sample of the clay tile for the roof of 95 and 96 Cheyne Walk; and
(d) Detailed drawing of the lantern light with details at 1:5.
Reason - To preserve or enhance the appearance of the building and/or the character of the area, in accordance with policies of the development plan in particular policies CL1, CL2 and CL3 of the Consolidated Local Plan.
