The CTMP fails to demonstrate that the construction of the proposed development would not result in unacceptable harm to pedestrian, cycle, vehicular and road safety, contrary to the Council's policies, in particular Consolidated Local Plan policies CL7 and CT1.

The applicant is advised that the CTMP must address the following: Q7 - The applicant must detail which neighbours were consulted and note any responses; Q8 - Departing via Thurloe Place is not possible and vehicles should exit in a forward direction along South Terrace/Alexander Square, onto the A308 Brompton Road. A routing plan has not been supplied and must be provided; Q11 - The applicant must provide details of the protection for the lamp column outside the property and show this on the drawing; Q13 - The method of spoil removal is stated as Skip exchange. In Q19 it states grab lorries. Skip exchange is acceptable, grab lorries emptying a static skip here are not. This should be confirmed; Q22 - More detail is required for the protection of pedestrians and vulnerable users of the public highway; Q23 - The applicant must confirm they fully accept and adhere to the stipulations in the question; Q24 - The proposed parking suspensions are excessive. Two bays are 10m in length and this should be sufficient for all but concrete deliveries. Parking bays must be returned to residents use overnight where possible and entirely at weekends; Q28 - The answer is required in full; Q32 - The programme should be described here; and The sole site setup drawing shows the carriageway being blocked by a grab lorry. Again, this is inconsistent with Q13 and unacceptable. A clear 3.0m carriageway width must be maintained when site vehicles are present. Drawings should show skip exchange vehicles and movements.
