Conditions and reasons:

1)

Time Limit The development hereby permitted shall be begun on or before 26 November 2017.
Reason - As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions.

2)

Compliance with approved drawings The development shall not be carried out except in complete accordance with the details shown on submitted plans
Reason - The details are material to the acceptability of the proposals, and to ensure accordance with the development plan.

3)

No development shall take place, including any works of demolition, until a Construction Method Statement has been submitted to the Local Planning Authority for approval in writing. The approved Statement shall be adhered to throughout the construction period. The Statement shall include provision for: the parking of vehicles of site operatives and visitors; the loading and unloading of plant and materials; the storage of plant and materials used in constructing the development; the erection and maintenance of a security hoarding; measures to control the emission of dust and dirt during construction; and a scheme for recycling/disposing of waste resulting from demolition and construction works.
Reason - To minimise the impact of construction works upon highway safety and nearby residents' enjoyment of their properties in accordance with policies CT1 and CL5 of the Consolidated Local Plan.ÿ

Before any demolition takes place, steps shall be taken to secure the safety and stability of those parts of the building to be retained as well as the neighbouring properties. Such steps shall, where necessary, include measures to strengthen any wall or vertical surface; to support any floor, roof or horizontal surface; and to provide protection for the building and adjacent properties against the weather during the progress of the works.
Reason - To ensure adequate safeguard to the structural integrity of property and neighbouring properties in accordance with policy CL5 of the Consolidated Local Plan.ÿ

5)

The works of demolition hereby permitted shall not be carried out before a contract for the carrying out of the works of redevelopment of the site has been let and a complete and final copy of the agreed contract has been submitted to the Council.
Reason - To preserve the character and appearance of the Conservation Area in accordance with Policy CL3 of the Consolidated Local Plan.

6)

Demolition or construction works shall not take place outside 0800 hours to 1800 hours Mondays to Fridays nor at any time on Saturdays, Sundays or Bank Holidays.
Reason - To prevent any significant disturbance to residents of nearby properties and comply with development plan policies, in particular policy CL5 of the Consolidated Local Plan.

7)

Full details of the materials to be used in the construction shall be submitted to the Local Planning Authority for approval in writing prior to the relevant part of the work being carried out and these works shall be carried out as approved. These details shall include: samples of all new brickwork including pointing and bond; technical specification of the air condensing units at main roof level; the design of the rear roof-light on the northfacing roof elevation; and samples of roof slates.
Reason - To accord with the development plan by ensuring that the character and appearance of the area are preserved and living conditions of those living near the development suitably protected.

8)

No structures, other than those shown on the approved plans, shall be erected on the roof area of the extension hereby permitted. No part of this area shall be used as a balcony, roof garden or similar amenity area for the lifetime of the development.
Reason - To preserve the appearance of the property and character of the area in accordance with policies of the development plan, in particular policies CL1 and CL6 of the Consolidated Local Plan.

9)

No additional plumbing or pipes, other than black rainwater pipes shall be fixed to the external surfaces of the building.
Reason - To preserve the appearance of the building and the character of the area, in accordance with policies of the development plan in particular policies CL1 and CL6 of the Consolidated Local Plan.

10)

Details of the obscure glazing and restricted opening mechanism of the rear roof-light on the north-facing roof elevation shall be submitted to the Local Planning Authority for approval in writing before installation and the works shall be carried out, as approved, and permanently retained in the approved condition.
Reason - To preserve the appearance of the building and the character of the area and prevent any significant disturbance to residents of nearby properties, in accordance with policies of the development plan in particular policies CL1, CL5 and CL6 of the Consolidated Local Plan.

11)

Before the building is first occupied, details of how the condensing units are to be mounted and screened on their eastern flank shall be submitted the Local Planning Authority for approval in writing. These details shall include full details of the mounts that will be used to mitigate any structurally-bourn noise transmission and how the screening will match the nearby chimney stack brickwork pattern. All installed measures shall thereafter be maintained for the lifetime of the development.
Reason - To preserve the character and appearance of the property and conservation area and prevent any significant disturbance to residents of nearby properties and comply with development plan policies, in particular policy CL1, CL5 and CL6 of the Consolidated Local Plan.

12)

Noise emitted by all building services plant operating together shall not exceed the existing lowest LA90 15min background noise level at any time when the plant is operating. Where the noise source has a tonal spectrum, it shall be -15dBA. Noise emitted shall be measured at 1m from the fa╪ade of the nearest residential premises and at 1.2m above the adjacent roof terrace at any time when the units are operating. All air conditioning equipment associated with the development hereby permitted shall thereafter be operated and retained in accordance with the manufacturer's instructions.
Reason - To prevent any significant disturbance to residents of nearby properties and comply with development plan policies, in particular policy CL5 of the Consolidated Local Plan.
