Reasons for Objection
The application has failed to demonstrate that the proposed restaurant would not have an unacceptable impact upon on-street parking pressure, contrary to LBHF Local Plan policy TLC5 and RBKC Local Plan policy CT1(b).
Being positioned on top of a multi-storey car park, it is a reasonable assumption, that diners who do drive may be able to park within the lower levels. This, however, appears to not be the case as in section 8.16 of the Design and Access Statement, it is stated that there is no public car parking available'. Any parking demand generated therefore, which officers would assume to be approximately 50 cars when the restaurant is full, would need to be accommodated on the surrounding streets. On Saturday afternoons and Sundays, this is likely to be predominantly on streets in the Royal Borough when there are no parking restrictions for residents bays. The applicant has provided no assessment as to what the impact of this increase in parking demand may be. This is contrary to LBHF Local Plan policy TLC5 and RBKC Local Plan policy CT1(b).
