The roof extension and roof terrace railings, by reason of their location surrounding the almost unbroken roofline of the terrace formed by No. 204-228 Westbourne Park Road and their detailed design, would be detrimental to the character and appearance of the building, the terrace and the local area. Therefore, the proposal is contrary to the Council's policies, as set out in the Unitary Development Plan, in particular Policies CD25, CD38 and CD39 and CD40.
