Conditions and reasons:

1)

The marketing submitted does not adequately demonstrate that there is no demand for an hotel use at this site, nor that the continued hotel use is not a viable proposition, contrary to policy CF8 of the Consolidated Local Plan.

2)

The proposed development fails to optimise the housing potential of sites and provide an appropriate mix of smaller and family sized accommodation, contrary to policy CH1 and CH2 of the Consolidated Local Plan and policies 3.4 and 3.8 of the London Plan.

3)

In the absence of a S106 Agreement for permit free development, the proposed scheme would result in an increase in on-street parking pressure, contrary to policy CT1 of the Consolidated Local Plan.
