The proposed rear garden outbuilding, because of its size, height and sensitive location, would be overly dominant and would lead to the loss of open garden space thereby causing harm to the character and appearance of the property and group of buildings of which it forms part, and resulting in harm to the character and appearance of the Pembridge Conservation Area, contrary to Consolidated Local Plan Policies, in particular CL1, CL2, CL3, CL6, CL9, CL11 and CR5.
