The proposed development results in the loss of a valuable social and community use. The proposal is not supported by a robust evidence base that demonstrates the re-use for the same, similar or a related use is not possible, or a change of use to an alternative social and community use. As such, the proposal would fail to meet the sequential test set out in policy CK1 of the Consolidated Local Plan. The proposed development would therefore fail to comply with policy CK1 of the Consolidated Local Plan, London Plan Policy 3.16 and the guidance within the NPPF.

The proposed development, given the lack of a Section 106 legal agreement ensuring the residential property would be permit free, the development would result in unacceptable increase of on-street parking pressure in the borough. The development would therefore be contrary to policy CT1 of the Consolidated Local Plan.

The proposed development, given the scale, size and appearance of the rooflight to the rear of the building, would fail to preserve or enhance the character or appearance of the conservation area. The development would therefore be contrary to policy CL1, CL2 and CL3 of the Consolidated Local Plan.
