The proposed residential development, because it fails to provide a sufficient amount of affordable housing, without reasoned justification, would not comply with the Council's objectives of meeting the Borough's housing needs, and therefore, is not in accordance with Government guidance, as set out in Circular 6/98: "Planning and Affordable Housing", nor with Policy H22 of the Council's Unitary Development Plan.

2)

The proposed development, by reason of its design and appearance, would harm the appearance of the surrounding area, in particular, the views within, into and out of the adjacent Conservation Area, contrary to the Conservation and Development Chapter, in particular Policies CD25 and CD54.
