Conditions and reasons:

1)

The proposed Class C3 floorspace would fail to provide an acceptable standard of residential accommodation, contrary to development plan policy, in particular policy CH3 of the Local Plan 2019.

The proposed building by reason of its height and proximity to neighbouring buildings would create an unacceptable increase in the sense of enclosure presently experienced within the lower floors and rear garden of 61 Cambridge Gardens, which would fail to have an acceptable impact on neighbouring living conditions, contrary to development plan policy, in particular policy CL5 of the Local Plan 2019

In the absence of agreed obligations under S106 of the Town and Country Planning Act 1990 and provisions under Section 16 of the Greater London Council (General Powers) Act 1974 which would secure the necessary mitigation measures and infrastructure which are necessary to make the development acceptable, the proposal would fail to have an acceptable impact on the highway contrary to development plan policy, in particular policies C1 and CT1 of the Local Plan 2019 and the Transport and Streets SPD.
