The proposed dormer windows would constitute visually discordant additions to the original roofline of the property, that would harm the appearance of the property and the appearance of the roofline along the terrace 11-21 Essex Villas and which would fail to preserve or enhance the character or appearance of the Kensington Conservation Area. As such, the dormers would fail the statutory requirements for development within conservation areas, and would be contrary to policies of the development plan in particular Consolidated Local Plan policies CL1, CL3, CL6, CL8 and CL11.
