The proposed development, by virture of its location, massing and design, would disrupt the rhythm of existing extensions with the terrace of properties, detracting from views within the Chelsea Conservation Area, and would therefore fail to preserve the character and appearance of the conservation area. As such, the development would be contrary to policies CL1, CL2, CL3, CL9 and CL11 of the Local Plan 2019.
