Insufficient information has been submitted regarding the proposed air conditioning units, both internal and external. No acoustic report has been submitted in line with the Noise SPD so the impact of the unit upon the living conditions of neighbouring occupiers cannot be assessed. No information has been submitted regarding the appearance of the external unit, so it cannot be assessed with regard to the character and appearance of the conservation area. No information has been submitted regarding the details of the internal vents so the impact of the units upon the listed building cannot be assessed. The proposals fail to demonstrate compliance with policies CL3, CL4, CL5, and CE6 of the Local Plan 2019.

The proposed internal works would cause less than substantial harm to the special interest of the listed building. The proposed elliptical staircase, open plan kitchen/living room, and overall alterations to the plan form have failed to demonstrate how they would preserve the character of the designated heritage asset and as such fail to comply with policy CL4 of the Local Plan 2019.
