The fixed glazed roof light enclosing the open light-well to the front of the property at ground floor level, by reason of its prominent location, proportions, detailed design and material would result in an obtrusive and incongruous addition which would fail to preserve or enhance the character or appearance of the existing building, the streetscene of the area and the wider Kensington Conservation Area. As such, the proposal is contrary to Local Plan (11 September 2019) policies CL1, CL2, CL3, CL6 CL7 and CL11.
