By virtue of its uncharacteristic size and positioning, the proposed enlarged opening at upper ground floor level would cause less than substantial harm to the listed building, without providing sufficient public benefit to outweigh such harm. As a result, the proposal is contrary to CL4 of the Local Plan.

Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
