Conditions and reasons:

The proposed openings in the listed wall to the rear of 34 Kensington Square, and the associated changes to the layout and size of this garden, would fail to preserve the character of the conservation area and would result in less than substantial harm to the significance of designated heritage assets on and adjacent to the site. The Applicant has failed to demonstrate sufficient public benefits to outweigh that harm, and as such the proposal is contrary to Policies CL1, CL2, CL3, CL4, CL6 and CL11 of the Local Plan 2019 and the Kensington Square Conservation Area Appraisal.
