Conditions and reasons:

1)

By virtue of the unsympathetic design of the closet wing, including high levels of glazing, the alterations to the lower and upper ground floors, and the loss of the historic roof form, the proposals would fail to respond positively to the context, character and appearance of the terrace and wider conservation area, would fail to preserve or enhance the character and appearance of the conservation area and fail to preserve the setting and special interest of the listed building, contrary to the development plan including policies CL1, CL2, CL3, CL4, CL6, CL8, CL9 and CL11 of the Local Plan 2019.

2)

No information has been provided regarding the proposed air conditioning units, including their exact proposed location and an acoustic report, and as such the proposal fails to demonstrate that the living condition of the occupiers of neighbouring properties would be safeguarded contrary to the development plan including policies CL5 and CE6, and the requirements of the Noise Supplementary Planning Document.

3)

No information has been provided relating to flooding and drainage as a result of the increase in floor space at ground level. The proposal therefore fails to address and reduce flood risk and its impacts as required by the development plan, in particular Local Plan policy CE2.

4)

By virtue of its high level position and lack of adequate screening, the terrace at main roof level would lead to a loss of privacy for neighbouring occupiers, and therefore fail to comply with the development plan in particular policy CL5 of the Local Plan.
