The retention of the rear ground floor extension and proposed alterations to the rear lightwell at lower ground floor level would result in unacceptable harm to the bedroom window of the neighbouring lower ground floor flat in terms of increased sense of enclosure and loss of light. The proposals would fail preserve neighbouring living conditions and would not comply with the Development Plan, in particular Local Plan policy CL5.
