The proposed roof extension, by reason of its overly large proportions, added bulk, detailed design and prominent upper roof level location, would form a dominant and unsympathetic form of development which would fail to preserve or enhance the character or appearance of the property, the pair of buildings of which it forms part as well as those of the wider Oxford Gardens/St. Quintin's Conservation Area, contrary to Local Plan (Sept 2019) policies CL1, CL2, CL3, CL6, CL8 and CL11, policy C1 and C2 of the St. Quintins and Woodlands Neighbourhood Plan plus guidance contained within the Oxford Gardens Conservation Area Proposals Statement.
