Due to the proposal's height, width and appearance, the development would appear incongruous, visually imposing and disruptive to the townscape. It would cause visual harm that would be detrimental to the quality and character of the townscape of both North Kensington and parts of the City of Westminster, contrary to development plan policies, in particular Local Plan 2019 policies CL1, CL2, CL8, CL11 and CL12.
