The property occupies a prominent location within the Ladbroke Conservation Area, whereby upper floor level additions should be sensitively designed so as not to harm the character and appearance of the area. The proposed mansard extension, by reason of its height, bulk and resulting projection above the existing parapet of the property, would result in an overly prominent feature in the streetscene that fails to preserve the special architectural character of the area. The proposal is therefore contrary to policies CL1, CL2, CL3, CL6, CL8, CL9 and CL11 of the Local Plan as well as guidance contained within the Ladbroke Conservation Area Appraisal Statement.
