The proposal conversion of the HMOs bedsits units into 1 bed residential flats would result in the loss of lower cost accommodation, a form of housing in great need by those residents who are unable to access market housing. The proposals are thereby contrary to Local Plan Policy CH4(a).

In the absence of a legal agreement precluding the ability of future residents of the proposed dwellings to receive Residents Parking Permits for the Royal Borough, there is no mechanism to prevent the proposed dwellings from adding pressure to the existing residents parking provision in the area. Consequently, the proposal fails to comply with Local Plan (September 2019) Policy CT1, plus associated guidance contained within the 'Transport and Streets' Supplementary Planning Document.

The proposals fail to demonstrate that the architectural and historic interest of the Grade II listed property would be safeguarded and that the character and appearance of the Cheyne Conservation Area would be preserved or enhanced. Thereby, the proposals fail to comply with LP policies CL1, CL2, CL3, CL4, CL6 and CL11.
